The culture and creative sector is a key part of Northumberland’s economy and is valued highly within the County. The Council has attracted £1.5m of funding from the North of Tyne Combined Authority to develop an ambitious Culture and Creative Zone(CCZ) for Berwick upon Tweed to support the growth of the sector, to attract tourism and benefit local people.
Taking inspiration from other UK and international cities this pilot Zone will focus on supporting the existing and emerging clusters within Berwick and Northumberland through the progressive implementation of a range of tailored interventions that are authentic to the challenges and opportunities of that locality.
We are now ready to appoint an exceptional cultural and creative professional as the Culture and Creative Zone Project Manager. The postholder needs to have a strong understanding of town centre regeneration and creative industries economic growth. They should have a high-level skills set including sensitive and inclusive project management, monitoring and reporting with clarity and effectiveness and the ability to take partners, stakeholders and communities with them on delivering an ambitious CCZ that achieves excellent impact.
The CCZ Project Manager will drive forward the development and delivery of the Culture and Creative Zone. They will work with Council colleagues to successfully procure the project staff, external consultants and advisors, lead on all monitoring and reporting of spend and performance, manage stakeholder engagement and comms, and develop and deliver project activities. The delivery of a successful CCZ for Berwick upon Tweed by 2027 will be sustainable, highly regarded and will achieve the outcomes and ambitions set out in the project business plan.
The CCZ will deliver:
• a 2027 vision for Berwick delivering transformational change
• a focal point for strategic coordination and collaboration, bringing together the wide range of existing and planned cultural and creative projects and activities
• co-designed complementary and new cultural programmes
• relevant training and advice to ensure the sector develops and grows, supporting workspace provision, facilities and resources
• improved and coordinated visibility of Berwick’s cultural and creative offer
The Rural Growth Service sits in Economy and Regeneration.
We work across a number of themes, including natural capital, energy, culture, place, and business support.
The team supports the development of programmes and projects within these themes working with partners across the council and a range of external partners, to deliver benefits to the economy and communities across Northumberland.
Support is provided, alongside others, to help the Economy and Regeneration Service deliver the following primary functions:
• Maximise opportunities to champion rural productivity and stewardship;
• Promote employability and inclusion, particularly for those furthest from the labour market;
• Promote Northumberland’s interests at regional and national level
• Provide advice and services which support the Council in its role as Accountable Body for external grant funding
• Advise, support and advocate the Creative and Cultural sector to support economic and community development
For example, we support the development and delivery of various regeneration programmes including:
• Various Borderlands Programmes, such as Hadrian’s Wall World Heritage Site, Energy Master planning, Berwick Maltings, Ad Gefrin, Walking & Cycling.
• Supports business/communities sustainability through energy investment/funding and energy advice
• Supports the Council’s Climate Change programme and drive for Clean Growth.
• Supports the Great Northumberland Forest project and Local Nature Recovery Strategies
• Supports the North of Tyne Low Carbon Energy Programme
• Management of the Rural Business Growth Service and appraisal of applications for the Rural Business Growth Fund
• Energising Blyth: new build Culture Centre and Culture & Placemaking programme
• Hexham High Streets Heritage Action Zone
• Ashington High Street Innovation programme
• Berwick upon Tweed Culture and Creative Zone
• NTCA Culture, Creative and Tourism workstream
• A starting salary of £40,478 (Band 9)
